This quest, location, item, or NPC is part of the "The Elder Scrolls IV: Knights of the Nine" official plug-in or expansion.
You can purchase it here for the PC or from Xbox Live Marketplace on the Xbox 360.

Carodus appears at the Great Chapel of Zenithar in Leyawiin when the player seeks the Mace of the Crusader. After the quest is completed he asks to join the Knights of the Nine.
