Chancellor Ocato

Chancellor Ocato is an Altmer who is an Imperial Battlemage and the head of the Elder Council. He rules Tamriel as the de facto Emperor during the Oblivion Crisis, and according to most people he is the only one who will be able to keep the Empire together in the future. With no heir to the Dragon Throne, Ocato has grave times ahead, as he's already mentioned that the provinces have been restive for years.
He hails from the City of Firsthold on the Summerset Isles. Ocato is a trusted figure in the Empire, both as a man and a leader. He was trusted even by the late Uriel Septim VII, though there are certainly those who question his motives and intentions.

He is one of the "essential" characters in the game that can't be killed, he only gets knocked unconscious.
He is part of the mages guild (I pickpocketed his staff so i got kicked out of the guild)
