Chestnut Handy Stables are outside of the Imperial City, on the other side of the city gates from the Talos Plaza district, on the City Isle. There are no horses for sale here, it is implied they were eaten by the orc proprietors.

With the Horse Armor plug-in this stable sells the armor. If you have no horse but have the plug-in, it is possible to receive an old nag for free to be armored, also free.
