Through this quest you're introduced to Armand Christophe. He is the only way to join the Thieves Guild.
[edit] Walkthrough
There are two ways to receive this quest and join the Thieves Guild. The first way is to view a "Wanted" poster within the Imperial City depicting the Gray Fox, the legendary Robin Hood-esque thief. It is also possible by asking people for Rumors. Once you do one of these, the "Gray Fox" topic of discussion will open on most NPCs. At this point, find a beggar (they're pretty obvious; they wear rags and beg for gold), get around 70 disposition with him (bribing works especially well), and ask him about "Gray Fox." If your disposition is high enough, he'll tell you to be at the Garden of Dareloth in the Imperial City Waterfront district at midnight. Head there and you'll meet a representative of the Thieves Guild, Armand Christophe, who will give you a task required to join.
The second way to join the guild is by committing a non-violent crime and spending time in jail or paying the fine. When you get out of jail and you rest, someone will approach you with a note from the Gray Fox about meeting in the same garden at the Waterfront as above. Or, if you payed the fine, someone will come up to you as you leave the building.
When you eventually meet, two other thieves, Methredhel and Amusei, will want to join the guild as well, so Armand will give a "competition" quest May the Best Thief Win to all three of you. Whoever wins the quest can join the Thieves Guild.

Alternately, if you already know of the meeting place at 12 am, you can simply persuade or bribe Armand Christophe himself to at least 60 disposition and the option to "Join the Thieves Guild" will come up after you discuss the "Gray Fox" with him.

When you eventually succeed in making a beggar tell you how to find the guild, you'll receive this entry:
- A beggar told me that if I want to find the Gray Fox, I should look for the Garden of Dareloth in the Waterfront District of the Imperial City around midnight. The Gray Fox is the only clue I have to the mysterious Thieves Guild.
