The Fire and Steel is the blacksmith's shop in Chorrol, owned by Rasheda. If you manage to sneak into it at night while Rasheda is sleeping, there is a cupboard downstairs to the left with a Very hard lock. If you manage to open it, there is a whole heap of equipment inside depending on your level.
