Fort Magia
From the OblivioWiki – your guide to everything Oblivion
Fort Magia is located east of the Imperial City, it's located on the road around the Imperial City - south of the road heading towards Cheydinhal.
The fort lays open to elements and its upper levels have eroded away with time and a number of ancillary ruins lay about the area. And these secondary ruins have a small number of plants growing around them, including a few Cairn Bolete, Flax, Ginseng Plant , and Morning Glory.

[edit] Fort Magia Memorials starts underwater
The first level is a dungeon but the entrance to the second dungeon level (Fort Magia Memorials) is underwater. The second level starts with a rather long underwater corridor and only after a couple of slaughterfish you'll be granted some air to breathe. Rushing to the air is possible but may wreck havok to your stealth arsenal. It can help to have an equipment that helps breathing water, this will also help you in your underwater looting (athough picking locks and taking loot is done in pause-time).Don't forget to check the underwater niches in the sides of pools/halls for chests.
If you finished the Go Fish quest you'll be in possesion of the Jewel of the Rumare which grants the water-breathing ability. Remember that the slaughterfish are particularly susceptible to shocks. If they are available bring along some silver arrows for the wraiths.
