If you have not completed Separated at Birth, Guilbert Jemane can be found at the inn in Cheydinhal. If you completed Separated at Birth but not Legacy Lost, he can be found at the Grey Mare in Chorrol. If you completed Legacy Lost, he can be found at Weatherleah.
