Hammer and Tongs, run by Agnete the Pickled, has weapons and armor for sale in Skingrad. This smith is next to the Alchemy store, All Things Alchemical. The entrance opens into the foyer and most often Agnete can be found through the right archway.
Armor, weapons and repair hammers, the common smith fare, are found here along with the Helm of Ferocity.
It is a good idea for a character of a low level to break into Hammer and Tongs the backway after dark. The character can make as much noise as they want and not wake the owner and there is a full set of steel armor on the shelves and reasonably good weapons on the table.
