Lake Arrius Caverns is located on the north side of Cheydinhal, this cave is part of the Dagon Shrine quest. The Shrine is only accessible to those who have made progress on the Main Quest storyline and located the shrine in Dagon Shrine.

Within the cave lies a Shrine to the Daedric Prince of Destruction, Mehrunes Dagon. You can find the Sacred Witness book, in the Shrine Living Quarters area. The Book is located where the character is located.
