Nels the Naughty is an alcoholic Nord with a unfortunate past. Nels had been attacked by bandits and witnessed his daughter being killed, which explains why he's a alcoholic. The daughter was never mentioned but was said to look like Dovesi Dram, if she is killed before him he will explain it feels like his daughter dying again before drinking more to numb the pain. He is associated with the Whodunit? quest.
