You can purchase it here for the PC or from Xbox Live Marketplace on the Xbox 360.

Nilphas Omellian is the merchant you can buy upgrades for Battlehorn Castle from. After you purchase at least one upgrade, he will send you a note via a Man-At-Arms at the Castle that you can buy a Dwemer Forge from him.

• Nilphas has 2,000 gold avalable, buys and sells all items and takes fond of you very quickly making him an excellent merchant for lower and higher levels.
