Ocheeva is a female Argonian and a member of The Dark Brotherhood. She will talk to you upon completing A Knife in the Dark quest. She will give you orders after ranking up to Eliminator.
In the Dark Brotherhood quest The Purification, Lucien Lachance orders you to kill every member located at the Dark Brotherhood Sanctuary in Cheydinhal, as the brotherhood suspects that there is a traitor in the sanctuary.
