The Roxey Inn is found along the road north of the Imperial City. It is northeast of the Imperial Prison.
Inside the inn you will usually find several leveled NPCs with appropriate armor and weapons. These NPCs will sometimes even get into fights, and will not stop until the person they are fighting is dead. You can also start a fight if you lower an NPC's disposition to a low mark. Be advised that someone that you might want to keep alive could be killed by accident. This may allow you to simply loot their bodies and get some nice almost complete sets of armor and weapons. Patrons include Rigmor and Pranal.
Roxey inn is also one of the few places that offers NPC's wearing full Glass or Daedric armor at the required level.
