Rufio

Rufio is a feeble old man, called an old "codger" by the proprietor of the Inn of Ill Omen. In the quest A Knife in the Dark, you are required to kill in order to gain membership of the Dark Brotherhood. He is considered physically weak, but very spiritually attuned. Despite his attunement, he is an easy mark and provides little resistance. During the Dark Brotherhood quest, if you choose to talk to him, he implies that sometime during his life, he accidentally killed a girl he was trying to rape.

This is given to you in the quest The Purification. You will get this long-lasting strong scroll to eliminate others inside the sanctuary. This is given to you as Rufio's soul isn't working in the afterlife, so he needs to be dealt with. Claudius Arcadia asks the Dark Brotherhood to kill Rufio.
