Silver weapons
From the OblivioWiki – your guide to everything Oblivion
Silver weapons are made of silver, an expensive material that is used in both weapons and in household items. These weapons are one of the few weapons that will cause damage to ghosts and are the only non-enchanted weapons (other than Daedric weapons) able to do so. Silver weapons begin appearing randomly in the world and on opponents after player level 4. The Imperial Guards along with all other city guards carry a silver longsword, so as to beat down any ghost-like creature that they may come across..... or any that you dare summon.
