You can purchase it here for the PC or from Xbox Live Marketplace on the Xbox 360.

Sir Ralvas was a male Bosmer, and one of the original Knights of the Nine. He will give you the quest to find the Mace of Zenithar after you defeat the Ghost-Knights in the Priory of the Nine.
