After completing the Shrine of Sheogorath quest, you will receive the Wabbajack which will transform any non-NPC creature into another random creature for 30 seconds. Only one creature may be Wabbajacked at any time (but you can repeatedly Wabbajack the same creature more than once if you wish). Only a limited number of creatures will be created by Wabbajack: Daedroth, Skeleton Champion, Goblin Skirmisher, Troll, Ogre, Sheep, Deer, or Rat. (All are equally likely to occur). Using Wabbajack to hurt an opponent is of limited value as it has no strategic value and is purely recreational (it can be used to turn a tough opponent into a weaker one, but you run the risk of turning a Goblin into a Daedroth, so always save before use). The newly created creature is always at full health; after the 30 seconds are done, the original creature reappears at full health (even if it was injured before being Wabbajacked). Therefore, if you are not careful, the only result of Wabbajacking may be to fully heal your opponent. If a creature is fatally wounded while Wabbajacked, it will transform back into its original form and die.

Non-NPC creatures include horses. If you transform any horse standing next to a guard or NPC to into a high-leveled creature it will attack and eventually kill that guard or NPC without any repercussions. (It will not work on a horse that is currently being ridden.) Using this on a non-hostile creature (other than a sheep or deer, apparently) is considered assault, and any witnesses may report the crime, or attack you if they are friendly with that creature.
It could also convert a high-leveled creature (Daedroth) into a sheep or deer. Very few creatures are immune. Two such creatures are Shadowmere and Llevana's Tunnel Rat.
When Wabbajacking Mehrunes Dagon, it is entirely possible that he will turn into a giant blob of...well goo. It is unknown why but if this happens he will spread out onto the floor and cannot cause any further damage to you or your men, but will turn back for his 100 foot tall self during the final cutscene fight with Martin
If the staff is used on a NPC, they will become hostile and attack you. This also counts as a crime.
