Wild Bay Horses are un-ridable horses that can be found around Fort Alessia.

Fort Alessia is located on the Red Ring Road. In the field next to it, you will find a few bay horses, sometimes a chestnut and a paint. The horses will always run away and they are not good for much inless your a horse person and just enjoy them. *Also, they can be used for shooting practice, since horses are fast.
